    Mutation means transfer or change of title in the records of the local municipal body for the concerned property.

    Mutation of a property is the transfer or change of title entry in revenue records of the local municipal corporation while Transfer is simply transferring of property from one name to another.

    I guess transfer order is about transferring ownership and mutation order is about changing something in the records of property.

    Transfer means transferring of property from one's name to another.  Whereas, A property mutation is simply the change of title ownership under certain conditions such as death of an owner and subsequent transfer of the ownership due to inheritance.

    Through mutation, the new owner gets the property in his name while the transfer is simply the transferring of property from one's name to another.
